Haryana is a state with immense potential for economic growth and social development. The state has a young and dynamic population, with more than 50% of its people below the age of 25 years. However, to harness this demographic dividend, the state needs to equip its youth with the relevant skills and competencies that can make them employable and productive in the changing world of work.
The Haryana Skill Development Mission (HSDM) was established in May 2015 by the state government with an aim to empower youth to take part in the economic and all-around growth of Haryana and India. The mission is a single point of contact within the government to formulate and steer skill development schemes across the departments, sectors, and regions. The mission also coordinates with various stakeholders, such as industry, academia, civil society, and international organizations, to create a conducive ecosystem for skill development in the state.
The mission has launched several initiatives and programs to provide quality skill training to the youth of Haryana, such as:
- Pradhan Mantri Kaushal Vikas Yojana (PMKVY): This is a flagship scheme of the central government that provides short-term skill training to school/college dropouts and unemployed youth. The scheme also offers recognition of prior learning (RPL) to workers who have acquired skills informally. The scheme covers various sectors and job roles, such as agriculture, automotive, beauty and wellness, construction, electronics, healthcare, hospitality, retail, etc. The scheme aims to train 10 lakh youth in Haryana by 2023.
- Saksham Yuva Scheme: This is a unique scheme of the state government that provides an unemployment allowance of Rs. 3000 per month to post-graduate unemployed youth and Rs. 1500 per month to graduate unemployed youth. The scheme also provides skill training and placement assistance to the beneficiaries through various empanelled training providers.
- World Skill Centre: This is a state-of-the-art skill training facility established at Government Industrial Training Institute (GITI) Musaidpur, Gurugram. The centre offers advanced courses in emerging technologies, such as 5G, electric vehicles, artificial intelligence, cloud computing, etc. The centre also provides exposure to international standards and best practices in skill development.
- Startups as Training Providers: This is an innovative initiative of the mission that invites startups to empanel as training providers for imparting skill development training to the youth of Haryana. The startups can offer courses in their domain expertise, such as digital marketing, web development, graphic design, etc. The mission provides financial support and mentorship to the startups for conducting the training.
The mission has achieved remarkable results in terms of skilling outcomes and impact. As of March 2023, the mission has enrolled 144519 candidates, trained 108612 candidates, assessed 81049 candidates, certified 69338 candidates, and placed 17256 candidates in various sectors and job roles. The mission has also received positive feedback from the trainees, employers, and trainers regarding the quality and relevance of the training.
The mission is committed to creating a skilled and employable workforce for Haryana that can contribute to the state’s vision of becoming a leading hub of industrialization and innovation in India.
